Homes England has appointed John Reid as Executive Director for Technical Capacity and Coordination, a newly created role within the agency’s revised operating model, which is due to take effect in April 2026.

The appointment follows the recent confirmation of five executive regional directors and forms part of a wider restructuring aimed at improving housing delivery and place-making outcomes across England.

National technical hub to support regional housing delivery

In his new role, Reid will lead a nationally managed technical capacity and coordination hub. The hub will provide specialist technical expertise that can be deployed flexibly across Homes England’s five regions, supporting projects throughout the development lifecycle.

The structure is intended to improve coordination between national programmes and regional teams, helping partners navigate technical challenges and progress schemes more efficiently.

Focus on complex development and regeneration projects

Reid brings experience from both the public and private sectors, with a background in large-scale estate regeneration and housing delivery. He joins Homes England from Herts Living, where he is currently Managing Director. Prior to that, he served as Director of the Estate Development Programme at The Grosvenor Estate.

His experience includes overseeing complex, high-value development programmes and working across multi-stakeholder environments.

Operating model aligned with long-term housing strategy

The appointment marks another milestone as Homes England implements its Strategic Plan 2025–2030 and transitions to a regionally focused operating model. The agency has also published an Investment Roadmap, with a full Investment Prospectus expected in early 2026.

Under the new structure, regional teams will work alongside national programmes and the technical hub to support delivery, with a stated aim of making engagement easier for local authorities, developers and delivery partners.

New role to strengthen coordination across regions

The technical capacity and coordination hub will sit alongside major national initiatives, including the National Housing Bank, National Housing Delivery Fund and Social and Affordable Housing Programme, providing technical oversight and consistency across regions.

Homes England has said the approach is intended to strengthen collaboration with mayors, local leaders and delivery partners, while retaining national oversight of technical expertise.
