Mace Construct has been appointed to deliver the redevelopment of London’s former City Hall at More London, with works set to begin this month on the refurbishment and extension of the landmark riverside building.

The contractor has been selected by St Martin’s Property Group to transform the former headquarters of the Greater London Authority at 110 Queen’s Walk into a modern workplace, while upgrading the surrounding public realm.

The project will increase the building’s floor area from 18,000 sq m to 22,000 sq m through refurbishment and extension works, retaining the building’s distinctive circular form and riverside presence.

Located on the More London Estate beside Tower Bridge, the building was originally constructed by Mace as part of the wider development and completed in 2002.

Former City Hall to undergo major refurbishment

The redevelopment will include the replacement of the building’s external cladding and glazing, the creation of new terraces, roof-level improvements and the infilling of the central atrium.

The project also includes the installation of new mechanical, electrical and plumbing (MEP) systems, shell and core fit-out works, and upgraded end-of-trip facilities.

Outside the building, improvements will be made to The Scoop amphitheatre, surrounding landscaped areas and the public realm along the south bank of the River Thames.

Refurbishment reflects growing demand for office reuse

The redevelopment forms part of a wider trend towards refurbishing existing commercial buildings rather than replacing them, with developers seeking to improve environmental performance while extending the lifespan of established assets.

St Martin’s Property Group has spent the past three years developing proposals for the site following the relocation of the Greater London Authority.

The scheme will retain the building’s distinctive curved profile while adapting it for modern office use and incorporating mixed-use accommodation.

Mace returns to More London development

Ged Simmonds, Managing Director for the private sector at Mace Construct, said: “Returning to More London presents a unique opportunity to build on the legacy of a landmark development.

“Our focus is on delivering a high-performing, sustainable workplace that reflects the evolving needs of occupiers while enhancing the public realm for the wider community.

“By retaining long-term value, this redevelopment will showcase the city’s growing trend towards sustainability-driven reuse office developments, and an industry-wide transition towards net zero carbon objectives.”

Construction is scheduled to commence in July, with the project representing Mace Construct’s return to one of the company’s landmark developments more than two decades after it originally delivered the More London Estate.
