Planning consent has been granted for the regeneration of Smedley’s Hydro in Matlock, Derbyshire, paving the way for the Grade II listed former hydropathic establishment and County Hall site to be redeveloped.
Derbyshire Dales District Council has approved proposals for a mixed-use scheme combining the restoration and reuse of the historic buildings with new homes, hospitality, workspace and community facilities.
The plans include a new hotel and events venue within the historic South Block and Winter Gardens, alongside housing and flexible workspace for local businesses.

The development will also provide community and cultural facilities, a modern civic office and improved public access to the site and historic gardens.
Heritage buildings to be restored and repurposed
HLM Architects is lead development and design consultant for Derbyshire County Council and has worked with the council and wider consultant team on the masterplan.
The proposals aim to retain the heritage significance of Smedley’s Hydro while bringing the site back into wider use.
The scheme is expected to support new jobs and apprenticeships, increase visitor numbers and provide opportunities for local businesses.
The project has the potential to contribute an estimated £66m to the Matlock economy and £145m across Derbyshire over its lifetime.
Council to appoint development partner
Derbyshire County Council will now continue its procurement process to appoint a development partner to deliver the scheme and oversee the long-term stewardship of the site.
Richard O’Neil, Strategic Director at HLM Architects and Development Lead for Smedley’s Hydro, said: “Planning approval represents a landmark moment for Smedley’s Hydro and for Matlock. This is a unique opportunity to preserve and celebrate one of Derbyshire’s most important historic buildings while creating new homes, jobs, visitor attractions and community spaces that will generate lasting benefits for local people.
“Working alongside Derbyshire County Council, we have developed a vision that combines heritage-led regeneration with sustainable growth. The approved masterplan will transform Smedley’s Hydro into a destination that supports investment, tourism and opportunity, while ensuring the long-term stewardship of this iconic site for future generations.”
